Knowledge-based Development (KBD) is consolidating as a strategic approach in regions and countries which have achieved the highest levels of sustainable development. Scandiniavian countries, the European Unión, Canada and Australasia, have made of KBD the axis of its developmental policies. A convergence of favourable circumstances offers Latin America a unique opportunity to advance in this direction, capitalizing on best practices and interacting with the best world specialists. The Latin American Forum on Knowledge-based Development will offer those interested in this field a high-level dialoge both with the E-100 –the most prestigious international network on knowledge and innovation- and with the Ibero-American Community of Knowledge Systems (ICKS), the regional KBD practitioners network. Participation on this event will be by invitation only.
The Center for Knowledge Systems (CKS) of the Tecnológico de Monterrey will host this joint event. The CKS –the leading KM organization in the Spanish- and Portuguese-speaking world- is a founding member of the E100 and creator of the CISC. In 2002, Monterrey was the venue for both the UN Summit on Financing for Development and the launching of the World Bank's Knowledge for Development program for Latin America. Later on, the CKS lead the edition of a special issue of the Journal of Knowledge Management on KBD, (Vol. 6, No. 4, 2002). The CKS now heads the National Commission on KM from ADIAT. This momentum provides an exceptional framework for a high-level dialogue on KBD with special reference to Latin America.
A global think-tank specialized in knowledge management (KM) and innovation, the E-100 from ENTOVATION International. constitutes a group of experts in this field unparalleled in the world. In the summer of 2002, the first E100 Roundtable took place in New York to develop the unique potential of this group as well as to engage in conversations on state-of-the-art knowledge and innovation. The II Roundtable, held in Helsinki in April 2003, proved a major step in developing the distinctive value offering of the E100 and set the opportunity for a stimulating exchange with members from academy, government and industry from the Scandinavian region. The III Roundtable aims at consolidating the global presence of the E100 and at furthering the international dialogue on Knowledge-based Development (KBD).
The Ibero-American Community of Knowledge Systems (ICKS) is a virtual network of KM and Innovation practitioners mainly from LatinAmerica, Spain and Portugal. The ICKS will act as a natural counterpart to the E100 within the Forum and will hold in parallel its I General Assembly.
